French Southern and Antarctic Time applies to the French Southern and Antarctic Lands (Terres Australes et Antarctiques Francaises, TAAF), a collection of remote islands and territories scattered across the southern Indian Ocean. No permanent population exists. The only inhabitants are rotating teams of scientists, meteorologists, and military support personnel on multi-month research postings.

The offset of UTC+05:00 has no practical consequence for scheduling with the outside world since there's no commerce or tourism. It exists primarily as an administrative assignment for the islands' longitude. Coordination happens with TAAF headquarters in Saint-Pierre, Reunion (UTC+04:00, one hour behind), and with Paris (UTC+01:00/+02:00, 3-4 hours behind).

The Territories

Kerguelen Islands (also called the Desolation Islands): The largest territory, about 7,215 square kilometers of windswept, glaciated, volcanic islands in the southern Indian Ocean at 49°S. No trees. Constant wind. Rain or snow almost daily. Port-aux-Francais is the main research station, housing 50 to 100 personnel depending on season. Research focuses on seismology, meteorology, biology, and geophysics. The French space agency (CNES) operates a tracking station.

Crozet Islands: A group of small volcanic islands at 46°S. The Alfred Faure station on Ile de la Possession hosts about 25 researchers. The islands are breeding grounds for king penguins (one of the world's largest colonies), elephant seals, and albatrosses.

Amsterdam and Saint-Paul Islands: Two small volcanic islands at about 38°S. The Martin-de-Vivies station on Amsterdam Island hosts about 30 personnel. The islands are warmer than Kerguelen or Crozet but still very isolated. Amsterdam is home to the critically endangered Amsterdam albatross (fewer than 100 breeding pairs remain).

Adelie Land: France's claim in Antarctica (about 432,000 square kilometers of ice). The Dumont d'Urville Station on Petrel Island operates year-round with about 30 winterers expanding to 100+ in summer. This station technically uses a different time zone (UTC+10:00) to align with its longitude, distinct from the Indian Ocean territories.

Access

The supply ship Marion Dufresne II departs from Reunion Island approximately four times per year, making a circuit of the Indian Ocean territories. The voyage takes weeks. There is no airstrip on Kerguelen or Crozet (though Kerguelen has a small helicopter pad). Personnel commit to months-long rotations with no way out between ship visits.

Wildlife

These islands are among the most important wildlife sanctuaries in the Southern Hemisphere:

  • King penguin colonies (Crozet: ~700,000 pairs)
  • Southern elephant seals (Kerguelen: major breeding population)
  • Wandering albatross, black-browed albatross
  • Fur seals (recovering from near-extinction by 19th century sealers)
  • Kerguelen cabbage (Pringlea antiscorbutica), the only native flowering plant on Kerguelen

The marine reserve surrounding these territories is one of the largest in the world (672,000 square kilometers), established to combat illegal fishing for Patagonian toothfish.

Climate

Sub-Antarctic. Mean temperatures on Kerguelen range from about 2°C in winter to 8°C in summer. Wind is the dominant feature. Port-aux-Francais records an average wind speed of 35 km/h, with frequent storms exceeding 150 km/h. Rain or snow falls about 300 days per year. The environment is relentlessly hostile to human comfort.

Historical Context

The Kerguelen Islands were discovered in 1772 by Yves-Joseph de Kerguelen-Tremarac. They were used by whalers and sealers in the 19th century (who nearly exterminated the fur seals) before being largely abandoned. France established permanent scientific stations beginning in 1950 as part of its participation in the International Geophysical Year activities.
