Ulyanovsk Daylight Time advanced this Volga River city one hour from +04:00 to +05:00 during Russia's former DST system. Since 2011, Ulyanovsk has been fixed at +04:00 (Samara Time), one hour ahead of Moscow. The city's time zone history is similar to Saratov's: bounced between Moscow Time and Samara Time before settling on the latter.

Ulyanovsk

Population about 640,000, located on both banks of the Volga River about 870 km east of Moscow. The city was called Simbirsk until 1924, when it was renamed after Vladimir Ulyanov (Lenin), who was born here in 1870. The Lenin connection dominated the city's identity during the Soviet era: museums, monuments, preserved buildings, and a quasi-sacred status.

Post-Soviet Ulyanovsk has struggled economically. Population has declined from a peak of about 680,000. The automotive industry (UAZ, Ulyanovsk Automobile Plant, which makes rugged off-road vehicles and vans) and aviation provide the industrial base, but neither sector has thrived.

UAZ (Ulyanovsk Automobile Plant)

Founded 1941 during wartime evacuation of factories from Moscow. UAZ produces the "Buhanka" (loaf) van and the Hunter/Patriot off-road vehicles, workhorses of rural Russia. The vehicles are basic, tough, and cheap, designed for roads that aren't roads. UAZ has a cult following among off-road enthusiasts both in Russia and internationally (particularly in Africa and the Middle East where they're exported).

Aviation

Ulyanovsk has two significant aviation connections:

  • Aviastar-SP: Manufactures the Il-76 military transport aircraft and the Tu-204 civilian airliner. One of Russia's largest aircraft assembly plants.
  • Ulyanovsk Vostochny Airport: A major cargo airport with a 5,000-meter runway (one of the longest in Russia), designed to handle the heaviest aircraft including the Antonov An-124.

Lenin's Birthplace

The house where Lenin was born (April 22, 1870) is preserved as a museum. The Lenin Memorial Centre, an enormous modernist building overlooking the Volga, was constructed in 1970 for the centenary. During the Soviet period, Ulyanovsk was a pilgrimage site. Today, the Lenin tourism infrastructure persists but draws fewer visitors.

The Volga

At Ulyanovsk, the Volga is wide (over 2 km including islands) after being impounded by the Kuibyshev Reservoir upstream. The river divides the city into the older western bank (where the historic center and Lenin sites are) and the newer eastern bank (industrial zones, newer residential areas). Two bridges connect the halves.
