Vladivostok Daylight Time shifted Russia's major Pacific port one hour forward from +10:00 to +11:00 during summer. Since 2011, Vladivostok has remained at permanent UTC+10:00 (Vladivostok Time), seven hours ahead of Moscow.
At +11:00 during the old summer period, Vladivostok matched Sakhalin, Magadan, and the Solomon Islands. The current permanent +10:00 puts it alongside Papua New Guinea, Guam, and eastern Australia (AEST).
Vladivostok
Population about 600,000. Russia's largest Pacific port, founded 1860, located on the Golden Horn Bay near the borders of China and North Korea. The city was a closed military zone throughout the Soviet era (no foreigners allowed, restricted domestic access) and only opened in 1992.
The Trans-Siberian Railway terminates here after its 9,288-km journey from Moscow (about 6.5 days by train). The station is the symbolic end of the line. A monument marks kilometer 9,288.
The Russian Pacific Fleet is headquartered in Vladivostok. The naval presence dominates certain districts and the economy. Military installations are visible throughout the area.
Geography
Vladivostok occupies a peninsula jutting into the Sea of Japan (which Russia calls the Sea of Japan despite Korean objections). The terrain is hilly, the coastline dramatic, and the Golden Horn Bay creates a natural harbor. Two cable-stayed bridges (completed 2012 for the APEC summit) connect the city center to Russky Island and across the Golden Horn.
The proximity to East Asia is striking: China is 130 km by road, North Korea about 200 km, and Japan is closer than Moscow by every measure except politics.
Economy
Naval/military, shipping (Russia's primary Pacific container port), fishing, shipbuilding, and growing connections to Asian markets. Vladivostok serves as Russia's commercial gateway to the Asia-Pacific. The free port regime (since 2015) offers tax incentives for international trade.
Universities include the Far Eastern Federal University (relocated to a new campus on Russky Island for APEC 2012).
