International travelers and the few flight connections (Hovd to UB, Olgii to UB) needed to track the change.

Western Mongolia is permanently at UTC+07:00. The one-hour gap with Ulaanbaatar persists all year. This is straightforward and well-understood locally.
The Broader Trend
Mongolia joined a global trend of countries abandoning DST. Turkey (2016), Russia (2014), Egypt (multiple times, most recently dropped permanently), and many others concluded that the practice's costs exceeded benefits, particularly in regions where agricultural and pastoral economies don't benefit from clock manipulation.
