Hovd Standard Time covers the western provinces of Mongolia, one hour behind the capital Ulaanbaatar. The offset is UTC+07:00 year-round. Mongolia used to observe daylight saving time (which would have shifted this zone to +08:00 in summer), but the practice was discontinued in 2017. Since then, the clock hasn't moved.

Five provinces fall under HOVT: Bayan-Olgii, Hovd, Uvs, Govi-Altai, and Zavkhan. Together they span Mongolia's share of the Altai Mountains, the Great Lakes Depression, and some of the most remote steppe and desert terrain in Central Asia.

Hovd City

The provincial capital of Hovd Province (~30,000 people), situated in a valley near the confluence of rivers draining the Altai range. It's a modest town: a market, government buildings, a few hotels catering to the occasional tourist heading into the mountains. Historically it was a trading post on the route between Mongolia and China's Xinjiang region.

Bayan-Olgii and the Kazakh Eagle Hunters

Bayan-Olgii Province is ethnically Kazakh rather than Mongolian. About 90% of the population is Kazakh, speaking Kazakh language and practicing Islam. The province is famous worldwide for its eagle hunting tradition (berkutchi). Kazakh hunters train golden eagles to hunt foxes and hares on the open steppe. The annual Golden Eagle Festival (held in Olgii each October) draws international photographers and tourists.

This is one of the last living traditions of falconry with eagles. Hunters bond with their birds from youth, training them over years. The eagles are released back to the wild after a period of partnership.

The Altai Mountains

The Mongolian Altai stretches along the western border with China and Russia. Peaks exceed 4,000 meters (Khuiten Peak, 4,374 m, is Mongolia's highest). Glaciers persist at high elevations. Snow leopards inhabit the upper slopes (Mongolia has one of the world's largest remaining snow leopard populations). Ibex, argali sheep, and wolves share the terrain.

The Altai Tavan Bogd National Park protects the highest peaks and contains ancient Turkic stone carvings and burial mounds (kurgans) dating back thousands of years.

Uvs Province and the Great Lakes

Uvs Nuur (Lake Uvs) is a large saline lake shared with Russia's Tuva Republic. The Uvs Nuur Basin is a UNESCO World Heritage Site (2003) for its exceptional biodiversity: the basin contains desert, steppe, taiga, and tundra habitats within a relatively compact area. It's one of the most intact temperate ecosystems remaining in Central Asia.

Nomadic Life

Western Mongolia remains strongly nomadic. Herders move seasonally with livestock (horses, sheep, goats, cattle, yaks, and camels depending on terrain). Gers (yurts) are the standard dwelling. The rhythm of life follows seasons and pasture availability rather than clock time. In practice, HOVT matters for government offices, schools, and the occasional bus schedule.

Naadam

The Naadam festival (July 11-13) is celebrated throughout Mongolia, including the western provinces. Traditional "three manly sports" (wrestling, horse racing, archery) are contested. In Bayan-Olgii, the Kazakh community adds eagle hunting demonstrations and kokpar (a mounted game using a goat carcass) to the celebrations.
