Vladivostok Standard Time places Russia's primary Pacific port at UTC+10:00 permanently, seven hours ahead of Moscow. The offset matches Papua New Guinea, Guam, the Northern Mariana Islands, and eastern Australia (AEST). No DST since 2011.

The seven-hour Moscow gap is the largest within the main populated corridor of Russia (Kamchatka and Magadan are further east but much smaller). When Moscow starts its workday at 9:00 a.m., Vladivostok is already at 4:00 p.m. This makes same-day business interaction between Russia's two endpoints nearly impossible during normal hours.

The City

Vladivostok means "Ruler of the East," a name that captures Russian imperial ambition in the Pacific. Founded in 1860 as a military outpost, it grew into Russia's window on the Pacific. The city wraps around the hills of the Muravyov-Amursky Peninsula, overlooking the Golden Horn Bay and Amur Bay.
